DIG.ia-LAC is a regional technical alliance that promotes the development of digital infrastructure and an open Internet in Latin America and the Caribbean. We work to ensure that the region has predictable regulatory conditions, institutional coordination, and evidence-based public policy frameworks that incentivize long-term investment in data centers, submarine cables, CDNs, edge infrastructure, cloud, and compute capacity.
We understand digital infrastructure as the physical and logical foundation of productive transformation, competitiveness, the adoption of artificial intelligence, cloud computing, digital commerce, and meaningful connectivity. We defend an open, interoperable, and resilient Internet architecture based on the distinction between layers and functions, the autonomy of interconnection, and cooperation among ecosystem actors.
The Alliance emerges from the regional work of AIA-LAC, the Alliance for an Open Internet in Latin America and the Caribbean, and consolidates as a space for coordination, collaboration, and joint action across Latin America and the Caribbean.

Executive Director
Robust digital infrastructure and an open Internet are pillars for the inclusive and competitive development of Latin America and the Caribbean.
She leads Dig.ia-LAC’s technical and institutional coordination, with a strong track record in public policy, regulation, and the development of digital infrastructure in the region.
Mercedes Aramendía is Executive Director of Dig.ia-LAC and Academic Director of the Postgraduate Program in Digital Transformation and Law at the University of Montevideo.
A lawyer and specialist in digital transformation, telecommunications, and Internet governance, she has extensive experience in regulation, innovation, and digital public policy in Latin America. She was President of URSEC and of Uruguay’s National Council for Innovation, Science and Technology (CONICYT), leading initiatives related to connectivity, competition, cybersecurity, data protection, and technological innovation.
She has participated as a panelist and speaker in international forums such as ITU, AI for Good, WSIS, IIC, and GSMA, among other multilateral spaces focused on digital transformation, connectivity, artificial intelligence, and digital public policy.
She holds a PhD in Legal Sciences from the University of Granada, an LL.M. in Law, Technology and Entrepreneurship from Cornell University, an MBA from EAE Business School, a Master’s in Economic Administrative Law, and a law degree from the University of Montevideo.
DIG.ia-LAC brings together companies and associations that contribute to strengthening digital infrastructure and an open Internet in the region.
